[riscv64] Disable COMPAT (fixes FTBFS)
RISC-V got compat support, which is enabled by default. Unfortunately
this broke the vdso_install target.
Since we are unlikely to want to support new 32-bit architectures,
turn this off for now and avoid the problem.
