Remove old DES API
Includes VMS fixes from Richard. Includes Kurt's destest fixes (RT 1290). Closes tickets 1290 and 1291 Reviewed-by: Kurt Roeckx <kurt@openssl.org> Reviewed-by: Richard Levitte <levitte@openssl.org>
