ast.c: Fix the documents of `RubyVM::AST.parse` and `RubyVM::AST.parse_file`
* ast.c: r63602 fixed to raise `SyntaxError` when `RubyVM::AST.parse`
or `RubyVM::AST.parse_file` fail to parse input.
