* parse.y (gettable_gen): warns if VCALL name is used as
out-of-scope block local variable. [EXPERIMENTAL]
* parse.y (opt_bv_decl): add explicit block local variable
declaration. raises error for name conflicts. [EXPERIMENTAL]
