Subject: [PATCH 23/25] printk: implement syslog
Origin: https://www.kernel.org/pub/linux/kernel/projects/rt/5.4/older/patches-5.4.17-rt8.tar.xz

Since printk messages are now logged to a new ring buffer, update
the syslog functions to pull the messages from there.
